Citadel Securities Hires Ex-SEC Trading And Markets Director Luparello as GC

Citadel Securities has named former U.S. Securities and Exchange Commission official Stephen Luparello as the firm’s general counsel.

In his new role, Luparello will manage all legal matters related to Citadel Securities and will report to Chief Legal Officer Shawn Fagan, according to a company spokesperson on Tuesday. He will join the company in May.

Luparello was previously the SEC’s director of the Trading and Securities Division, a post he assumed in February 2014. Before becoming a regulator, he was a partner at law firm WilmerHale, and beforehand spent 16 years at FINRA. His departure from the SEC was announced in November 2016.

Luparello is not the first financial markets official to exit through Washington’s revolving door to a top executive position at a Wall Street firm. Citadel, in particular, has become a landing spot for several in the past year: SEC associate director of analytics and research Gregg Berman joined the company last September, while Glen Nixon, who ran the SEC’s Midas high-frequency monitoring platform, and FINRA market surveillance veteran John Malitzis came aboard last June.

Founded in 2002, Citadel Securities is Ken Griffin's market-making firm. It is a leading market maker for equities, fixed income, options, exchange-traded funds and FOREX, executing approximately 17% of U.S. consolidated volume in equities and 21% of U.S.-listed equity options volume.
